UK Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a latest poll of local authorities, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of authorities seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders stated they would focus on service redesigns and utilising financial reserves to weather increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its property management strategy included the sale of a shopping centre in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Increases and Wider Financial Pressures

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to raise local levies next April to address the growing cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both improved services and financial savings,” said a council leader.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found local finances being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document setting out those changes was recently delayed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (IMD) for English councils, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and addresses the real levels of disadvantage and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the survey revealed.
