19 of Daniil Medvedev's 21 titles have been won on hard courts
A comeback Medvedev won his initial championship for over two years with success over opponent Moutet in the competition title decider.
The Russian, a former number one, has had a challenging year, winning just one match at the big events and undergoing a meltdown at the US Open.
The player's inconsistency on the ATP Tour - and struggles with his serve in particular - caused him dropping out of the top ten and eventually separating with long-term trainer his previous coach.
Now collaborating with his coach and his other coach, Medvedev has consistently advanced in the last few weeks - climaxing in a closely contested three-set triumph over challenger Moutet.
It is Medvedev's initial trophy since the Italian tournament and first on a hard court after March of the previous year.
Success also signifies he has won 21 titles at twenty-one different competitions.
"It's the first time I'm at a competition with my children simultaneously, so to get a title is especially meaningful," commented world number 14 Medvedev.
"This championship is in tribute of my younger daughter her name, because the initial championship I got when my older daughter Alisa was born was for her."
The tennis star, the 2021 US Open champion, had been defeated in his previous six title deciders, comprising in Halle in the past months.
His defensive play style and recurring outbursts on court had prompted some to question if his ability to perform at the top level was over.
But the 29-year-old has implemented adjustments in the last few weeks, attempting to advance forward and compete positively, backed up by an enhanced serving game.
He came back from a deficit in the opening set against the tricky opponent, winning four of the last five games to gain the advantage.
The pair swapped break points in the following set before the challenger, striving for his maiden professional championship, gained dominance to push for a final set.
He saved four early-game break points in a competitive deciding set before Medvedev broke to 15 to close out the victory.
Suitably, he secured the title with a rally at the net, with his opponent incapable to manage a shot after two hours and 38 minutes.
